Inspite of the high cost I think its better to invest in a good equipment after all you don't buy these frequently, this is one of the main reasons why I buy directly from Microchip. They also stock a good range of Microchip products, the pricing is in rupees, and I think you have to add a 10% to the cost for the actual price (please confirm with farnell). You can also check out farnell, ( Formerly Farnell | Electronic Components Distributor | element14 India). In fact since then I have ordered all my PIC parts and wireless modules from them. Dave complained via video and they made changes to bring it back closer to the PK2. When they came out with the PK3 it was crap compared to the PK2. Their charges for shipping are indeed high, so is the import duty, but I think on the whole I am happy with their service and delivery. The PICKit 2 is better than the PICKit 3 in every way, except that the PK3 supports the newest PICs. I paid 69.99 USD for the PIC kit3 programmer (2009), I had ordered other products as well, the total value was 199 USD, a shipping fee of 20 USD and import VAT duty of 21 USD was added, the goods came via fedex and was shipped door to door (delhi). Some years ago I had bought the Picstart plus programmer locally, the product worked well, but I think it wasn't a brand new piece, also it had been re-packed, they probably did this to test the equipment, but I decided to buy directly from microchip.
